To file your local earned income tax return before April 15, please fill out the earned income tax return form. Please follow these instructions and note that taxpayers are encouraged to file online through the portal of our earned income tax collector, Keystone Collections Group. Online filing allows for faster processing of the return and issuance of any refund.

Pay your taxes online:

County/Borough Taxes

County/Borough tax bills are mailed March 1st of the year. There is a 2% discount for those who pay by April 30th. Those who pay between then and the June 30th deadline are charged the base amount. There is a 10% penalty for those submitting payment after June 30th. Liens are filed if not paid by December 31st.

Real Estate Taxes

Real Estate Taxes cannot be paid at Borough Hall. They must be paid directly to the Tax Collector. The Real Estate Tax Rate for the 2025 calendar year is 18.19625 mills of assessed valuation. One mill is equal to $1 of tax for every $1,000 of assessed property value.

School Tax Bills

School tax bills are mailed on July 1st.


Earned Income Tax

In 2022, the Borough adopted an Earned Income Tax (EIT) of 1% on wages, salaries, commissions, net profits, or other compensation of residents and those who commute to work in the Borough, excepting those whose total annual income is less than $12,000. The EIT took effect in 2023 and is collected by Keystone Collections Group.

E-filing through Keystone’s website is the quickest way to file. Individuals and businesses can create an account to submit their tax return. From there, filers can enter details such as wages, local tax withholding and home location, follow the on-screen directions, and schedule payment by the due date to complete their tax return.

Whether filing physically or online, it is imperative that filers double-check the municipality they reside in. Langhorne residents often do not realize that Langhorne Borough is just one municipality in the Langhorne area out of five. The other four are: Middletown Township, Langhorne Manor Borough, Hulmeville Borough, and Penndel Borough. When in doubt, contact the Borough office. If you are not a Borough resident, the staff can direct you to the relevant municipality.

Delinquent Earned Income Tax Collection Procedures

The EIT is due by April of the year after the subject tax year, and the Pennsylvania Department of Revenue supplies earnings information approximately two years after the due date. When that information is made available, Keystone analyzes it alongside the information contained on local EIT final return forms. Those who are found to owe local EIT will receive initial letters via First Class US Mail and are given thirty days to remit payment in full, set up a payment plan, or submit documentation to Keystone proving that they do not owe any additional EIT.

If a taxpayer who has been found to owe EIT has not taken action within the allotted thirty days, and their employer can be identified, Keystone will send an Intent to Garnish Notice to the employer which gives the taxpayer fifteen days to submit EIT payment in full. Follow-up delinquent notices are mailed to accounts where the taxpayer’s employer cannot be identified.

Because Keystone does not receive earnings information until two years after the deadline, taxpayers may receive delinquent notices for tax years two years prior.

Mandatory Electronic Filing for Businesses and Employers

As of tax year 2026, Local (EIT) quarterly employer withholding returns must be filed and paid electronically on Keystone’s website. Paper filings will no longer be accepted. Businesses and employers that remit local service taxes (LST) to Keystone will follow the same online process.
