Emergency Preparedness Information

There is no fee for residential registration through 2026. Any units registered this year before December 1st will be covered for the next three years at no cost. The $100 residential rental registration fee will take effect beginning in 2027.


On December 10, 2025, Langhorne Borough Council adopted Ordinance 2025-11 establishing a residential rental housing registration program. The purpose of this program is to:

  • Protect and promote the health, safety, and welfare of Borough residents
  • Assist emergency responders in identifying and accessing properties
  • Ensure rental units are safe, habitable, and properly maintained
  • Establish clear rights and responsibilities for property owners and tenants
  • Improve the overall quality of rental housing within the Borough
  • Maintain accurate records of rental properties and occupancy

Residential rental certificates have a term of three years from the date of registration, unless the unit undergoes a change of use or occupancy (a new tenant moves in). After this three-year period, units must be re-registered and a new certificate issued. Units must also be re-registered for any change in use or occupancy even if this change occurred before the end of the three-year certification period, but the registration fee can be waived by Borough Council upon written request. Any new rental units must also be registered within thirty days of their creation.

Property owners or their designated agents must notify the Borough in writing within thirty days of any change to the following:

  • Ownership
  • Contact information (property owner, responsible agent or manager, or person authorized to make or order made repairs or services for the unit)
  • Person or entity responsible for property maintenance
  • Unit changes (street address, unit number)

How Do I Register My Rental Unit(s)?

To register a rental unit, please fill out and submit a residential rental registration form for each unit. Forms can be delivered or dropped off at Borough Hall, 114 East Maple Avenue, or submitted by email to the Borough Clerk at clerk@langhorneborough.com. A residential rental certificate will be issued for each registered unit. Certificates are valid for three years, after which re-registration is required. After 2026 a $100 fee for registration shall be required as set forth in the Langhorne Borough fee schedule.

A residential rental certificate shall not be issued or renewed until:

  • All overdue real estate taxes and business license, water, sewage and garbage collection fees that are owed to the Borough or its authorities have been paid in full
  • The Owner has provided information to the Borough concerning the designated manager,  if applicable
  • Any violation of the applicable Borough Codes has been remediated as determined by the Borough

When filling out the residential rental registration form, please note that only the first page is required for the issuance of the residential rental certificate. The next two pages are optional, to be filled out by the applicant if they wish. The purpose of the information in these pages is to assist emergency responders (police, fire company, etc.) in the event that there is an emergency at the rental property requiring quick access to individual unit(s). In these pages, applicants can provide a layout of the building or unit , and information regarding individuals who may require special assistance in an emergency, including but not limited to:

  • Oxygen use
  • Mobility limitations (non-ambulatory)
  • Visual or hearing impairments
  • Other medical or cognitive conditions

The optional layout section is intended to assist emergency services in quickly navigating the property during an emergency.

If you would like to fill out this section, please see the sample below and follow the instructions:

  • Use the provided boxes to sketch each floor of the unit or building
  • Clearly label:
    • Entrances and exits
    • Windows
    • Stairways
    • Electrical panels / circuit breakers
    • Gas lines
    • Water shut-off locations
    • Oil tanks (if applicable)

Do not include furniture or personal belongings. Additional pages can be copied if needed.
